- An instrument on the record says what was moved, not what was decided — some are pending or proposed, and the deliberation that produced any of them lives in minutes and audio that are separate records.
Lima’s decision path is on the record in two very different conditions. The county’s side is documented. The school district’s side is recited by someone else.
What the deciding bodies actually enacted
Allen County created Community Reinvestment Area No. 1 and approved the CRA agreement with Bistrozzi LLC by resolution 548-25, effective 2025-07-10 — a 75 % real-property abatement for 15 years, per building, covering buildings only. The county’s separate resolution 494-25rec is the R.C. 3735.671 notice to the Elida Local School District board and to Apollo Career Center, the joint vocational district inside the same footprint. Both are county instruments, and both were produced.
The record that recites a vote nobody produced
Elida’s board authorized a payment in lieu of taxes by resolution 5-25-2 on 2025-05-20, at
$250,000 a year. That resolution has not been produced. What carries its terms into this
record is the county’s CRA agreement reciting them — which is to say the beneficiary’s
counterparty is the source for what the school board decided about its own tax base. The board’s
resolution, its minutes, and its roll call are all public records under R.C. 149.43, and none of
them is here. [open]
Why the meeting record matters more here than the instruments
An instrument says what was enacted; it never says what was decided. Lima’s commissioners’ meeting record is the one place the deliberation survives, and it is deep — the connector-sourced minutes are the reason this chapter reads as data rather than as an inventory of two resolutions. Where a peer site has ordinances and no minutes, this study can report the outcome and not the argument.
A confidentiality agreement dated before a public benefit is voted is a governance fact, not a procedural one. The sequence — NDA, then options, then the vote, then the recorded deeds — is what the timeline reads, and it is the same sequence at every site in this network that has one.
