Scope & method

What a real impact study is, who normally commissions one, and how this one reads evidence.

An impact study answers four questions before a community commits to a project. What does the project take? What does it give back? Who bears the cost, and for how long? And which of those numbers is a measurement rather than a promise?

Normally the applicant’s engineering consultant writes it. The applicant then files it with the body that approves the project: a zoning board, a county commission, or a school board voting on a tax abatement. The study arrives before the vote, because after the vote it changes nothing.

For the campus at 4110 N. Cole St., no such study appears in the public record this platform has assembled. The approvals proceeded anyway. Allen County abated 75 % of the real property tax for 15 yearsdoc , and it took on perpetual maintenance of the rebuilt corridor roads. The county’s own cost-benefit analysis behind that trade exists, because the county refers to it. The county withheld it from production.

This document is the study that was never filed, rebuilt from documents the public already owns. It is assembled after the vote, which is the wrong order. Publishing it is how the order gets corrected for the next vote.

How this study reads evidence

Every figure carries a tag that states what kind of figure it is. A reader never has to guess whether a number was measured, derived, or asserted.

  • [reference] — an outside published source, cited but not independently checked.

What this study is not

It is not a permit determination. Where a chapter screens a discharge against a low-flow statistic, it reproduces the comparison a permit writer would start from. It does not reproduce the permit decision, which weighs facts this record does not hold.

It is not a forecast. No chapter computes a jobs multiplier, a tax-revenue projection, or a growth scenario. Those figures require assumptions the record cannot supply, and a study that supplies them anyway is advocacy wearing a table.

Why the gaps are published

A conventional study omits what it could not obtain. This one prints it. Each gap states three things: the finding a real study would report, the specific record needed to compute it, and the office that holds that record.

That grammar is deliberate. An empty chapter written this way is not a weakness in the study. It is a measurement of how thin the public record was allowed to become before a multi-hundred-megawatt project broke ground.
