A marker is the watershed point — the place the record is filed against. It is not a facility, a parcel, or a plant, and most of these sites have no located facility on the record at all.
Three clocks, and they move independently. Build phase is our progress assembling the website. Record is how much of the record that site's own export has assembled — a standing property recomputed at every export, so it rises when a source lands and falls when one dries up. Facility is the plant in the ground. A queued site can document a live facility, and a built site can document one still under investigation. A dash means no committed bundle has measured that figure yet — it is not a zero, and it is not a finding.
