A real impact study would report what tax revenue is being traded away and for how long, before the trade is approved. [open]
Computing it requires the county auditor's abatement report and the year-by-year exemption ledger — public records, none produced into this record. Where the agreement itself is on the record it states the TERMS of the trade, never its cost to the taxing bodies.

Read this page as a work order, not as a complaint.
Every item above names a document, and every document has an owner. Most of those owners sit a few miles from the site: the Allen County auditor, the Allen Soil and Water Conservation District, the county sanitary engineer, Ohio EPA, and the Ohio Power Siting Board. None of these records has to be created. They exist. They have not been produced.
The asks fall into three kinds, and the difference matters when you decide what to chase.
- Withheld — the office holds the record and refused it. The county’s cost-benefit analysis and the site plan sets are here. These are legal questions, not research questions.
- Redacted — the record was produced with the operative number removed. The generator rating is here, taken out under a trade-secret grantrec .
- Never filed — no one has produced the record because no rule required it yet. The thermal characterization and the transmission siting case are here.
If you have one of these
The submit link on each row goes to a form that accepts a document, a link, or a photograph of a page. A partial answer is worth sending. Half a record has closed gaps on this site before.
If you requested one of these documents yourself and were refused, the refusal is itself evidence. Send the denial letter. Several items on this board are tracked because someone sent the “no records” reply that a later production contradicted.
A gap on this page is not a hole in the study. It is a measurement of the record, taken at a fixed date, that anyone can re-take. When a record lands, the chapter that names it recomputes and this page gets shorter.
