The Appendix A NOI + Ohio EPA CGP authorization were acquired 2026-06-16 as companion eDoc 4091289 (the approval letter): Facility Permit Number 2GC08747*AG, effective 2026-04-22 under OHC000006 (record.npdes_coverage). Two new corridor parties surface here: George J. Igel & Co. (contractor) and WSP USA (engineer — also named on the campus architectural sheets per docs/COMPUTE.md).
