Significant non-compliance is EPA's threshold for a permit violation serious enough to demand a formal response rather than a routine notice. For a water permittee it is triggered by patterns in the discharge monitoring report — effluent exceedances above defined magnitudes, or chronic reporting failures — not by a single stray value.
An SNC flag is a signal worth following: it marks the facilities EPA itself has sorted as problem dischargers, and it is visible through ECHO without any records request. An unresolved SNC is frequently the on-ramp to a formal enforcement action and, ultimately, a consent decree. The platform reads an SNC designation as [verified] when it appears in the ECHO record, and treats the underlying cause as a lead to trace back through the NPDES permit and its monitoring history.
