The Federal Energy Regulatory Commission is the federal agency that regulates interstate transmission and wholesale electricity markets. It approves the tariffs and market rules that a regional transmission organization like PJM operates under, including the interconnection process and the capacity market that shape how new load and generation are accommodated.
FERC sits at the top of the grid's three-tier oversight in this record: it governs the wholesale, interstate layer; the PUCO governs retail utility service inside Ohio; and the Ohio Power Siting Board certifies where major energy facilities are sited. A hyperscale project can touch all three, and knowing which body owns which decision is how the platform locates the right docket for a given question about power supply.
