Does the federal footprint — land, clearance, payroll, prime awards — determine where the compute lands?

A second reading: the same map tracks arsenals, air bases, federal research and the CHIPS build — enclaves where federal jurisdiction, clearance, and defense supply chains concentrate. Newly opened; most sites are not yet assessed, and a federal nexus is a signal, not a verdict. A capture sub-thesis (#1663): the enclave is not only geography, it is an economic structure — federal payroll and prime-award obligations concentrated in one county, land held by the United States and therefore off the local tax rolls, and the abatement / PILOT / public-benefit instruments layered on the ground around it. The reading it tests is whether the defense base *distorts* the local economy the datacenter then lands in, or merely sits beside it.

BLS QCEW 2024 annual averages for Allen County (area 39003) put federal-government employment at 321 jobs across 15 establishments, averaging $83,773 a year against the county-wide $58,790 — a real wage premium on a small base. The location quotient is 0.33: the county's federal-employment share is a third of the national one. So the enclave does NOT read as a procurement economy on the payroll record, and the arsenal's own workforce is not what these numbers count — the JSMC is government-owned and contractor-operated, so its General Dynamics staff fall under private manufacturing, not the federal ownership row. QCEW also excludes uniformed active-duty entirely (the model's standing coverage caveat). What remains open is the instrument side: no abatement, PILOT, or public-benefit agreement tied to the JSMC footprint has been searched for or found, and the five federally-held parcels carry $14,688,900 of assessed market value across 384.15 acres with no local tax duty (data/reference/allen-gis/parcels.defense.yaml). Capture is a live question here, not a finding.
