A wastewater treatment plant collects, treats, and discharges a community's sewage. A municipally owned plant is a POTW in Clean Water Act terms; some operators brand a modernized plant a water reclamation facility (WRF) to signal higher-grade treatment and reuse. Either way, its treated effluent leaves through a permitted outfall governed by an NPDES permit and is logged in the plant's monthly discharge monitoring report.
A WWTP is a load and a dilution source in the water balance: it adds treated flow to the receiving water, so its discharge is part of the low-flow denominator that a new consumptive cooling withdrawal competes against. When a data-center or industrial user is added upstream, the plant's headroom — hydraulic and permitted — is one of the first constraints the record tests.
