Ohio EPA approval letter of 2026-07-30, signed by Director John Logue, granting coverage under Construction Site Stormwater General Permit OHC000006. Ohio EPA Facility Permit Number 2GC08872*AG; permit effective 2026-07-30, expiring 2028-04-22. Addressed to Tamir Mengesha at QTS Realty Trust Inc., 2470 Satellite Blvd NW, Duluth GA 30096. Nine days after the NOI was submitted, and four days before the applicant's own stated construction start of 2026-08-03. The letter expressly notes that each additional operator engaged at the site must file its own Co-Permittee NOI — none is in the corpus as of 2026-08-03, and the general contractor is therefore [open]; Sidney's campus produced exactly such a co-permittee filing (1GC10596.copermittee-igel.npdes.yaml), so this is a live watch, not a settled absence. It also warns that placing fill in regulated waters may additionally require a 401 Water Quality Certification and/or an Isolated Wetlands Permit; the NOI answers 'NO' to both while answering 'YET_TO_APPLY' on the USACE nationwide permit. Those are the applicant's assertions on a form, not agency determinations, and no 401/isolated-wetland instrument for this campus is in the corpus.
⚠ Gaps in the record
- CONSTRUCTION-PHASE ONLY. Coverage expires 2028-04-22, which is the general permit OHC000006's own cycle date and NOT a project milestone — the same expiry appears on Sidney's 1GC10596*AG approval issued eight months earlier. Do not read it as a construction schedule.
- The approval letter states no receiving water; it is carried on the NOI (2GC08872.noi.npdes.yaml) for the same facility permit number.
- The letter names township **Pleasant** only, where the NOI for the same coverage names Pleasant AND Ridge. Recorded as printed on each; not resolved here.
