vote
  • roll_call_recorded no
  • as_recorded_verbatim "Agler seconded; all concurred. Ordinance passed."
  • note [verified] NO NUMERIC TALLY. The approved minutes record a second and "all concurred" — not a roll call and not a count. Every one of the three Mega Site ordinances passed this way.

what_this_instrument_does_not_establish
  • WHICH EXPEDITED TYPE THE ENACTED ORDINANCE READS. The City's Law Director framed the difference as "a typographical error in the agenda only"; the record shows "Type 2" in three places (the 2026-04-27 committee motion, the posted ordinance title, the 2026-05-11 agenda as first published) and "Type 1" in one (the title as read at passage). It cannot be settled from any document in this corpus, because no signed or certified copy is public. The resolution route is a certified copy from the Clerk of Council, and/or the annexation transcript filed with the County Recorder and the Secretary of State under this ordinance's own Section 2.
  • THE ANNEXATION IS NOT A CONVEYANCE. This act moves a jurisdictional boundary; it transfers no title and names no grantor or grantee. Van Wert's record still carries no conveyance instrument for the Mega Site.
⚠ Gaps in the record
  • The source PDF is an UNSIGNED pre-passage upload with an unfilled passage clause, posted four days before the vote. Passage and the title as read rest on the approved minutes.
  • Read entirely by OCR of page images at 300-400 DPI; there is no text layer to check against.
