- `action: application`, NOT `incomplete`. The vocabulary's `incomplete` would say the opposite of what happened: the letter states the application IS "preliminarily and administratively complete". It is also not an approval — the same sentence adds that this "does not imply that the application is approvable, only that all of the necessary material has been submitted in order to continue the review." What it records is a filed, docketed application entering technical review, which is what `application` means here. Read `action_note` before quoting the field either way.
