⚠ Gaps in the record
  • `action: application`, NOT `incomplete`. The vocabulary's `incomplete` would say the opposite of what happened: the letter states the application IS "preliminarily and administratively complete". It is also not an approval — the same sentence adds that this "does not imply that the application is approvable, only that all of the necessary material has been submitted in order to continue the review." What it records is a filed, docketed application entering technical review, which is what `application` means here. Read `action_note` before quoting the field either way.
  • Clean native text layer, nothing OCR'd, nothing rendered. What is absent here is absent from a two-page administrative letter — which is a weak absence, not a strong one. It is the DRAFT permit, not this, that would carry the emission-unit inventory.
