This is the campus coverage record the ASWCD left "TBD"; it RESOLVES the audit's #143 and the #154 timing question — coverage attached 2025-11-10, ~4 weeks before the earliest documented earth disturbance (2025-12-08). - The *AG -> *BG suffix mechanics are inferred from the document set, not stated: *AG is Turner's initial "New" coverage (eff 2025-11-10); *BG carries an effective date of 2025-11-12 on the Igel co-permittee approval and is the number on the 2026-06-01 Modification (approved 2026-06-10). The continuous-coverage-from-2025-11-10 finding does NOT depend on the suffix mechanics.
